Powers is the bottom layer of the AVATARé framework. It is not a platform and it is not a product. It is the legal authority, banking relationships, and regulatory infrastructure that makes every AVATARé platform, product, and program legally and operationally viable.
What the Powers layer is
Operating in financial services, insurance, and benefits markets requires more than good software. It requires the legal authority to hold funds on behalf of others, the banking relationships to move money across regulated rails, and the compliance infrastructure to do it in every jurisdiction where products are deployed.
These are not features that get added later. They are the preconditions for operating in these markets at all. The Powers layer is how AVATARé secured those preconditions before deploying any product, so every product built on top of it inherits them by default.

Most companies building in financial services, insurance, or benefits discover the Powers requirements after they have already shipped a product. At that point, the cost of getting compliant is measured in years and legal exposure, not months and configuration work.
AVATARé built the Powers layer before deploying any product because every market the company operates in requires it. That decision is what makes it possible to deploy new products and enter new markets without rebuilding the legal and banking foundation each time.
